What is the BC PNP?

The BC PNP is an immigration program that allows the Province of B.C. to choose a limited number of immigrants to meet provincial economic needs. For these individuals and businesses, the BC PNP will significantly speed up the immigration process.

Who can apply?

The BC PNP will accept applications from:
  • B.C. employers in sectors (public or private) facing critical skill shortages.
  • Business people from outside Canada who can demonstrate that their immigration will bring significant economic benefits to B.C.
Strategic Occupations: for skilled individuals who have a guaranteed job offer and are qualified to work in selected occupations with a persistent shortage of qualified workers in B.C.

The Strategic Occupations category of B.C.'s Provincial Nominee Program (BC PNP) is designed to help B.C. employers address critical skill shortages.

To immigrate to Canada in the Strategic Occupations category, you must have a guaranteed job offer from an employer in British Columbia.

BC PNP private sector priorities

Priority - Aerospace Sector

The aerospace sector is global with innovation and technology shared or contracted across national boundaries. As in the IT sector, the most appropriate sector definition is not the standard industry classification but one that spans various related activities. Government and sector reports define the aerospace sector to include aerospace and defence electronics as well as aircraft development, manufacturing and maintenance activities. Development and manufacture of parts and components are an important aspect of the aerospace sector. HRDC, drawing on an aerospace sector study and on Industry Canada's definitions, lists the following types of companies as involved in the aerospace sector. This list provides a good illustration of the types of activities that are found in this sector.

The aerospace industry is increasingly also a producer of support systems for air transportation, such as air traffic management, and pilot training (including the use of highly sophisticated systems, such as flight simulators). Services such as software program writing, systems integration and testing, and project management form a large and increasing portion of work activities.

On March 16, 1998, the Canada-Saskatchewan Immigration Agreement was signed. The agreement includes the opportunity for Saskatchewan to undertake a new immigration pilot project, the Provincial Nominee Program (PNP). As of April 1, 2001, the PNP has been transferred to the Department of Intergovernmental and Aboriginal Affairs.


The purpose of the PNP is to allow Saskatchewan officials to recruit and nominate individuals who have the potential to be of significant economic and industrial benefit to the province

Who is eligible?

Positions identified by the province as a designated skill shortage, which appear on the skill shortages list for the PNP, are eligible.

Also considered are business persons whose business proposals fall under the key sectors and have identifiable impacts on the provincial economy through diversification, value-added processing and job or wealth creation.

What are the criteria?

Positions and businesses for immigrants must fall within the provincial key sectors to be promoted under the PNP.

Under the PNP, companies may identify skill shortages and request assistance to recruit immigrants with particular skills. All positions must meet national, provincial and association qualifications and standards.

Industry associations, businesses and regional economic development authorities who have identified business opportunities within the key sectors may access the PNP for assistance in attracting individuals with demonstrated business experience to Saskatchewan.


Designated Skill Shortage:

A Skilled Worker/Professional whose education credentials, trade certifications and skills qualify for potential employment in Saskatchewan where such skill shortage cannot be easily met through domestic recruitment, retraining or skills upgrading. Such occupations are identified by Saskatchewan employers who have experienced a sustained skill shortage in a particular key sector.

Business Persons:

An immigrant with a business background and a business opportunity that will enhance goods, services, exports, technology or research in Saskatchewan under the key sectors, will be considered.

The applicant must have sufficient proven experience in operating a business and significant funds to invest either through a direct investment, joint-venture or partnership.

The applicant is required to become a resident of Saskatchewan and directly manage the proposed business to qualify.

Who is not eligible?

Any occupational category that is not identified as a designated skill shortage will be ineligible. Any business proposal that does not fall within the listed key sectors of economic development will be ineligible.

Applicants applying under any other category but the PNP Business or Skilled Worker/Professional will not be eligible under the PNP. Applicants applying for purposes of family reunification or for social and cultural reasons are not eligible.



The Skilled Worker Component of the Manitoba Provincial Nominee Program has received an unprecedented increase in the number of applications submitted for consideration in 2002.

In order to set priorities for assessing candidates who have the best chances for settling and remaining in Manitoba, new eligibility criteria have been introduced. Effective August 1, 2002, applications will only be accepted for consideration from persons demonstrating proof of one or more of the following:
  • Guaranteed employment in Manitoba
  • Past education or work experience in Manitoba
  • Family/community support in Manitoba

Prospective applicants should consult the Manitoba Provincial Nominee Program application kit for specific criteria associated with each of these factors.

Applications that do not meet the above criteria will not be considered and applicants will be notified in writing accordingly. Refused applicants are eligible to reapply after one year from date of the return notice.

Eligible applicants are still required to satisfy all other criteria.

C. Industry Initiatives.

Employers and/or industries may be experiencing unique shortages of skilled workers in occupations not represented above and/or in numbers that require coordinated recruitment efforts. Employers will be asked to outline vacant positions, shortages and recruitment plans. Mutually agreed upon terms will result in Industry Initiatives where applicants not listed above can receive 15 points under the MB PNP.

D. Licensed Occupations.

In addition to the above, the Government of Manitoba recognizes that there are documented shortages in a number of other occupations that require licensing in order to work in Manitoba. Manitoba Labour and Immigration reserves the right to require valid license to practice in these occupations before assessment and/or approval under PN. The list includes: specialist physicians, general practitioners, optometrists, veterinarians, physiotherapists, occupational therapists, registered nurses, registered psychiatric nurses, medical radiation technicians, pharmacists, secondary school teachers, rehabilitation/special needs teachers and early childhood educators. Applications for persons working in these occupations will be considered on the HDOL when the applicant is able to provide proof of being licensed and has a guaranteed job offer from a Manitoba employer at the time of submitting the Provincial Nominee application.

NOTE: Applications will be considered from skilled foreign temporary workers currently working in Manitoba whose occupation is not represented above. Human Resources Development Canada must have validated the current position and the employment authorization must be valid and eligible for extension if required.
